دعوتي للصين: سلام اليمن يبدأ من تفعيل البرلمان

بصفتي سفير منظمة السلام والصداقة الدولية في اليمن، أتوجه إلى جمهورية الصين الشعبية – بوصفها الضامن للاتفاق السعودي الإيراني – بدعوة صريحة للانتقال من دور الوسيط إلى دور الفاعل القادر على فرض حل جذري في اليمن.
لقد أثبتت التجارب السابقة، من اتفاق الوحدة إلى ترتيبات ما بعد الحرب وحتى تشكيل مجلس القيادة، أن التسويات القائمة على تقاسم النفوذ خارج المؤسسات الشرعية لا تصنع سلامًا ولا تؤسس لدولة. ولهذا فإن الطريق الوحيد لإنقاذ اليمن يبدأ من إعادة تفعيل البرلمان باعتباره المؤسسة القادرة على إدارة الخلافات تحت سقف الدستور.
وأدعو الصين إلى دعم خطوات واضحة تشمل:
– تأمين جلسة مكتملة النصاب للبرلمان تجمع نواب الشمال والجنوب.
– استكمال عضوية المجلس بانتخاب بدلاء للنواب المتوفين.
– جعل البرلمان مرجعية لأي تسوية سياسية بدل ترتيبات المحاصصة.
إن استمرار الترتيبات الهشة في ظل التباينات بين الرياض وأبوظبي، ودون إعادة هيكلة القوات المسلحة تحت مظلة المؤسسات الدستورية وبما يضمن وحدة القرار العسكري والأمني، سيبقي اليمن في دائرة الصراع مهما تبدلت الاتفاقات.
وأؤمن أن الصين تمتلك القدرة على فرض مسار مختلف يقوم على المؤسسات لا الأفراد، وعلى تفويض الشعب لا التفاهمات المغلقة. وهذا هو أساس أي سلام مستدام يمكن البناء عليه لمستقبل اليمن.

我对中国的呼吁：也门的和平应从重启议会开始
作为国际和平与友好组织驻也门大使，我在此郑重呼吁作为沙特与伊朗协议主要担保方的中华人民共和国，从调解者的角色迈向能够推动也门根本性解决方案的关键行动者。
事实已经证明，从也门统一协议到战后各种安排，再到总统领导委员会的成立，所有在合法机构之外进行的权力分配式和解都无法实现持久和平，更不能建立真正的国家。因此，我认为拯救也门的唯一途径，是从重启议会开始，让这一宪法机构重新成为处理分歧与作出决策的平台。
我呼吁中国支持以下关键步骤：
确保也门议会召开具备法定人数的会议，并同时包括北部和南部的议员。
通过补选逝世议员的方式完善议会成员结构。
将议会确立为任何政治解决方案的唯一合法参考框架，取代权力分配式的临时安排。
在当前利雅得与阿布扎比之间存在明显分歧的背景下，如果不在宪法机构框架下重组武装力量，实现军事与安全决策的统一，也门将继续陷入冲突循环，无论达成多少协议都将难以稳定。
我深信，中国以其平衡的国际影响力与地区关系，有能力推动一种不同的路径——一条以国家机构为核心、以人民授权为基础的道路，而非依赖封闭式的政治交易。唯有如此，也门的和平才能真正稳固，并为国家未来奠定基础。

My Call to China: Peace in Yemen Must Begin with a Functional Parliament
As the Ambassador of the International Organization for Peace and Friendship in Yemen, I address the People’s Republic of China – as the principal guarantor of the Saudi-Iranian agreement – with a direct call to move from the role of mediator to that of an active actor capable of enforcing a comprehensive and sustainable solution in Yemen.
History has shown, from the Yemeni Unity Agreement to post-war arrangements, and most recently the formation of the Presidential Leadership Council, that power-sharing agreements outside legitimate institutions fail to achieve lasting peace and do not build a functioning state. Therefore, I believe that the only path to rescue Yemen begins with reactivating the Parliament, which can serve as the constitutional institution capable of resolving disputes and making decisions under the rule of law.
I call on China to support clear measures, including:
Ensuring a parliamentary session with a full quorum that includes representatives from both the North and the South.
Completing the parliamentary membership by electing replacements for deceased members.
Establishing Parliament as the primary reference for any political settlement, instead of relying on temporary power-sharing arrangements.
Without such institutional oversight, and in the context of ongoing divergences between Riyadh and Abu Dhabi, the restructuring of the armed forces under constitutional institutions is essential to unify military and security decision-making. Otherwise, Yemen will remain trapped in a cycle of conflict regardless of the agreements signed.
I firmly believe that China, with its balanced international influence and regional relationships, can promote a different path—one based on institutions, guided by the people’s mandate, rather than closed-door political deals. This is the foundation for sustainable peace and a stable future for Yemen.
